Job #: 23-162 *CITY OF ROSWELL * *Equal Opportunity Employer * *Landfill Supervisor * SUMMARY: This is supervisory work in the operation of the City's landfill.
Work involves the immediate supervision of personnel at the landfill.
Work is performed in accordance with department policies, City ordinances and established landfill procedures.
Work of this class involves many actions which, if improperly performed, would cause serious consequences for the safety of employees, public and property.
The employee exercises independent judgement and initiative in dealing with new or unusual situations.
Most actions of decisions of the job are final and represent the last level of responsibility.
However, more unusual situations are referred to the Sanitation Director for final approval.
The work of this class requires the application of a specialized body of knowledge and skills that require pre-employment training and education.
Work is performed under general supervision from the Sanitation Director.
The employee is a full-functioning supervisor exercising responsibility over subordinate refuse collection employees.
Work originates from the on-going needs of the landfill as well as specific assignments.
Work requires some element of personal risk and outdoor working surroundings.
Work is reviewed by periodic observation by the Sanitation Director.
Work of this class requires tactful and courteous treatment of the general public.
Work involves considerable contact with City employees and the general public.

Essential duties and responsibilities may include, but are not limited to, the following: _ * Supervises and directs employees.
* Recommends hiring, promoting, training and disciplining employees.
* Insures that all environmental, state and federal laws regarding landfill operation are enforced.
* Coordinates maintenance and repair of landfill equipment.
* Directs traffic at the landfill; directs users to proper dumping locations.
* Maintains order within the landfill.
* Ability to work within a set budget.
* Budget experience.
* Inspects and monitors all vehicles coming into the landfill.
* Informs users of litter laws and the rules and regulations of the landfill.
* Determines correct user fees according the fee schedule; prepares cash or charge tickets on user fees for commercial haulers.
* Accepts cash payments from commercial haulers.
* Oversees accounting of cash received daily.
* Records size of loads and type of materials brought to the landfill.
* Prepares monthly reports.
* Prepares necessary reports using a personal computer.
* Observes safety rules and regulations and uses judgement in performing work in a safe manner.
* Gives safety talks to subordinates; enforces City and department safety regulations.
* May drive City vehicles.
* Performs related work as required.
MINIMUM QUALIFICATIONS: *Education, Training, and Experience: * High school diploma or GED equivalent AND three to five years of management level experience and Heavy Equipment Oversight.
Ability to manage equipment operators and work with Fleet Maintenance to maintain landfill operation open.
Must maintain a reliable attendance.
*Knowledge Of: * * Knowledge of modern supervisory principles and practices.
* Considerable knowledge of landfill operation and management.
* Considerable knowledge of the occupational hazards and safety precautions necessary in landfill operation.
* Knowledge of environmental, state and federal laws regarding landfill operation.
* Knowledge of safety rules and regulations.
* Knowledge of Labor Union Contracts *Skill In: * * Plan, assign, supervise, review and evaluate the work of subordinates in compliance with City Personnel Rules and Regulations and department and safety procedures.
* Convert load size measurements into cubic yard figures.
* Use a standard calculator accurately and effectively to calculate correct user fees.
* Use computer.
* Make change accurately.
* Identify hazardous and other waste not acceptable at the landfill.
* Maintain moderately complex landfill records.
* Communicate effectively.
* Prepare reports in a clear and concise manner.
* Drive City vehicles safely and efficiently.
* Establish and maintain effective working relationships with fellow employees and the general public.
*LICENSE AND CERTIFICATION REQUIREMENTS: * A valid New Mexico State Class D Driver’s License is required.
*PRE-EMPLOYMENT REQUIREMENTS: * * Must be able to pass a rigid background investigation including work history, criminal records, driving records, and other records deemed necessary.
* Must pass a pre-employment drug screen administered by a City-designated facility.
* Must pass a pre-employment limited physical given by a City-designated physician.
* Must provide proof of, or obtain within 30 days, immunization for D.
P.
T.
and Hepatitis "B".
If immunized for these over 10 years ago, must have proof of, or obtain, a booster.
* Must possess and maintain a valid Landfill Manager certification issued by the State of New Mexico or a nationally recognized association approved by the State of New Mexico within six months of hire date.
*CONDITIONS OF CONTINUED EMPLOYMENT: * Incumbents and candidates must have and maintain a satisfactory driving record and insurability in accordance with the City’s insurance carrier.
Job Type: Full-time Pay: $54,595.
