Why does the job exist?
This position is critical to the continued administration of processing domestic applications in accordance with New Mexico Statutes and the New Mexico Administrative Code.
The primary purpose of the position is to assist in the management of the State's water resources by providing assistance in processing the many types of domestic applications.
How does it get done?
The purpose of this position Is to provide customer assistance to the public regarding water rights.
Ability to effectively assist in the maintenance of the Domestic Well Program, assist the public with the accurate preparation and filing of domestic type well applications/changes of ownership; enter the appropriate data accurately, determine and apply applicable Conditions of Approval for permits, and finalize documents.
Utilize OSE Rules and Regulations, Including any basin specific restrictions or guidelines, the Water Rights Division policies and procedures and applicable sections of NM Statutes.
Who are the customers?
Incumbent will assist the general public regarding water rights inquiries whether In person, by telephone, In writing or email.
Ideal Candidate
The ideal candidate will have the following:
Incumbent must strive for consistency In accordance with state law, rules and regulations and the policies of the State Engineer/ Interstate Stream Commission.
Ability to work Independently with little supervision knowledge of purchase orders, receipting, handling monies in accordance with office procedures.
Ability to effectively communicate with and assist the public
Ability to interpret/read maps
Familiar with general office duties
Knowledge of permitting processing
Excellent customer service to assist the general public
Minimum Qualification
High School Diploma or equivalent and four (4) years of relevant experience.

Employment Requirements
Must possess and maintain a valid Driver's License and defensive driving certification.
Working Conditions
Work is performed in an office and field setting with frequent exposure to Visual/Video Display Terminal (VDT).
Use of Xerox machine, scanners, printers and telephone.
Occasional field work requires use of digital cameras and a global positioning system.
