Salado Isolation Mining Contractors (SIMCO), an LLC of Bechtel, managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as a Senior Emergency Management Specialist - Team Lead to join our team located in Carlsbad, NM.
The successful candidate will perform highly specialized and varied business management and technical, administrative duties in staff function through application of specialized knowledge, principles, and techniques without direction.
Develop advanced concepts and methods to solve unique and specialized business and technical management problems.
Leads various teams to meet the departments goals to support the site mission.
Responsibilities: Develop and maintain the Emergency Management (EM) plans, procedures, Policies to comply with DOE Orders, Code of Federal Regulations (CFR) and Internal WIPP requirements for the protection of WIPP employees and facilities.
Interpret DOE Orders and ensure EM Program compliance with DOE Orders and applicable CFRs and other federal requirements.
Identify strengths and weaknesses of EM plans, procedures, and systems, and implements improvements.
Assist the EM Manager on WIPP Continuity of Operations Program (COOP) and Drills/Exercise Program oversight to ensure compliance with DOE Orders.
Lead the development and maintenance of the All-Hazards Survey (Emergency Planning Hazards Survey, Threat and Hazard Identification Risk Assessment) and Emergency Planning Hazards Assessment in coordination with Nuclear Safety.
Assist with the operational readiness of the WIPP Emergency Operations Center (EOC) and the Emergency Response Organization (ERO).
Assist in the development and conduct of EM limited scope drills and workshops, including preparation of associated drill reports.
Develop, maintain, and deliver EM training as an EM SMI.
Assist in the development, coordination, performance, and documentation of scheduled Management Self-Assessments on the EM program.
Lead in the development of Corrective Action Plans (CAPs) for issues identified in internal and external assessments and annual site exercises.
Responsible for the EM Emergency Readiness Assurance Program and with internal and external EM program assessments and assists the EM Manager with development and maintaining Key Performance Indicators.
Serve as a member of the WIPP Emergency Operations Center (EOC) Personal Safety and the safety of coworkers.
Other duties as assigned by EM manager.

Bachelor’s degree and six (6) years of relevant professional experience, or Associate’s degree with ten (10) years of relevant professional experience, or High School Diploma or Equivalency with fourteen (14) years of relevant professional experience is required.

Previous WIPP site experience is a plus.
Starting salary $78,719 per year * *Base salary will be dependent upon candidate's background (i.
e.
